AFTER THE STORM: Key Issues for MS4 Program Managers after Implementation of a New Stormwater Utility

Several Maryland counties have recently implemented new stormwater fee programs due to requirements established for Phase I MS4s during the 2012 Maryland legislative session (HB987), and some smaller communities are establishing fee systems voluntarily. The new fee programs will help stormwater program managers fund increasing capital and operational investments needed to comply with Maryland’s reissuance of NPDES MS4 permits and Chesapeake Bay restoration commitments. Along with new funding sources come new opportunities – and new challenges – as stormwater program managers ramp up for an unprecedented level of watershed restoration activity in their communities.

The ASCE Maryland Section Chesapeake Bay Environmental & Water Resources Committee (CBEWRC) and the WEF Member Association Chesapeake Water Environment Association (CWEA) Stormwater Committee have joined together to host a seminar focused on the new priorities and challenges facing stormwater program managers. The afternoon sessions will explore key issues related to identification and management of assets and the use of data and information for decision-making, tracking, and reporting restoration progress. The program will conclude with a panel discussion on a broader range of topics, including public outreach and engagement, implementation challenges, program staffing and internal process requirements, and others.
